Fixing “extremely frightening” Windows 10 hole fails to install

Problems are observed on the Windows 10 May 2019 Update and Windows 10 November 2019 Update.
Microsoft released the January cumulative update of Windows 10 a couple of days ago. Among other things, the update includes fixing the critical vulnerability discovered by the US National Security Agency.

Security experts declared the found vulnerability “extremely” serious and intimidating. It is associated with the Crypt32.dll library, which manages security certificates and message encryption features. Almost immediately after the news of the dangerous discovery, Microsoft announced that the fix was ready.

Nevertheless, like most recent cumulative updates of Windows 10, the update under the number KB4528760 was flawed.

A fairly large number of users complain about installation problems. Basically, the problem affected users of the versions of Windows 10 May 2019 Update and Windows 10 November 2019 Update.

When you try to install the system displays a warning about the impossibility to complete the installation and close the update service.
